                <title>Più di mille detenuti si sono feriti in cella: la relazione choc sulla situazione delle carceri in Toscana</title>

                <description><![CDATA[<p><p data-path-to-node="8">Un quadro clinico ed editoriale spietato che fotografa una deriva sociale ed evidenzia l&#8217;ormai cronico <b data-path-to-node="8" data-index-in-node="113">allarme carceri in Toscana per sovraffollamento e suicidi</b>. La relazione annuale presentata dal garante regionale dei detenuti, Giuseppe Fanfani, davanti alla commissione Sanità del Consiglio regionale guidata da Matteo Biffoni, mette a nudo un sistema penitenziario costantemente sull&#8217;orlo del collasso strutturale.</p>
<p data-path-to-node="9">Nelle sedici strutture per adulti dislocate sul territorio toscano la densità ha raggiunto livelli insostenibili, con un tasso medio di sovraffollamento del <strong>134,8 per cento</strong>. A fronte di<strong> 3382 persone recluse</strong>, quasi la metà è rappresentata da cittadini stranieri, mentre i servizi interni devono fare i conti con piante organiche della polizia penitenziaria sistematicamente sguarnite e inferiori alle reali necessità di vigilanza e trattamento.</p>
<p data-path-to-node="10">La carenza di spazio si traduce in una strisciante emergenza psichiatrica. Nel corso dell&#8217;ultimo anno i penitenziari della regione hanno registrato <strong>cinque decessi per scelta volontaria</strong>, distribuiti tra Sollicciano, Massa e Pistoia. Il termometro della disperazione tra le sbarre è però misurato dall&#8217;impennata dei gesti di autolesionismo, schizzati a quota <strong>1053 casi</strong>, ai quali si sommano 133 tentativi di farla finita e 354 scioperi della fame intrapresi come forma di protesta estrema.</p>
<p data-path-to-node="11">“La politica deve avere il coraggio di intervenire &#8211; ha sottolineato il presidente<strong> Biffoni</strong> a margine del dibattito &#8211; anche perché questo non è un tema capace di muovere il consenso elettorale”. Il blocco assistenziale investe anche il <strong>percorso post-manicomio giudiziario</strong>: le due residenze per l&#8217;esecuzione delle misure di sicurezza di Volterra ed Empoli sono permanentemente sature, lasciando ben 66 persone affette da gravi patologie psichiatriche in lista d&#8217;attesa all&#8217;interno di celle ordinarie, alimentando un circuito vizioso che amplifica l&#8217;allarme carceri in Toscana per sovraffollamento e suicidi.</p>

Bari, 03/06/2026 &#8211; Ad aprile 2026, secondo l&#8217;ultimo report Experian, gli under 30 sono l&#8217;unica fascia demografica in crescita su tutti i prodotti di credito monitorati. Prestiti personali +43% su base annua, Buy Now Pay Later +52%, mutui +38% e prestiti finalizzati +20%. Non quindi un picco stagionale, ma un cambio strutturale di chi accede al credito e di come lo fa. </p>
<p> </p>
<p>Del resto, i dati di fine 2025 avevano già tracciato la direzione: crescita degli importi medi richiesti dalla Gen Z del +18,9% nella cessione del quinto (per una media di 14.293€), del +13,3% nei prestiti personali e del +20,1% nei prestiti finalizzati. Il CRIF, dal canto suo, segnala che l&#8217;unico segmento privato in crescita nei finanziamenti auto è proprio quello degli under 30, con un +12,3% e una preferenza netta per l&#8217;usato (45,4% dei finanziamenti, contro una media di mercato del 30,7%). </p>

<p>
Il BNPL: credito che finge di non esserlo<br />
 </p>
<p>Tre rate da 67 euro per un paio di scarpe, altre tre per un volo, altre tre per un telefono e in un mese ci sono nove scadenze che nessuno ha sommato. Il Buy Now Pay Later funziona così: importi piccoli, accettazione istantanea, nessuna percezione di star contraendo un debito, ma i numeri raccontano un&#8217;esplosione. Secondo Banca d&#8217;Italia, l&#8217;utilizzo del BNPL è passato dal 4% delle famiglie italiane nel 2022, al 30% nel 2025, stimando transazioni per 9,9 miliardi di euro nel 2025, con un importo medio poco superiore ai 200€. Millennials e Gen Z rappresentano insieme quasi due terzi delle richieste. </p>

<p>Però il problema lo ha messo nero su bianco Banca d&#8217;Italia nella nota di marzo 2026: il BNPL sta coinvolgendo fasce di popolazione finanziariamente fragili, con redditi medio-bassi, scarse risorse patrimoniali e debiti preesistenti. Il tasso di crediti deteriorati nel BNPL è del 5%, contro il 3,5% del credito al consumo tradizionale. E il 70% delle richieste viene accettato, spesso sulla base di informazioni parziali: le operazioni BNPL, ad oggi, non sono sempre segnalate ai sistemi di informazione creditizia. Chi concede il credito, in molti casi, non sa quante altre rate il richiedente stia già pagando. </p>

<p>
Prestiti e cessione del quinto: il credito più sicuro<br />
 </p>
<p>Nei prestiti personali, la Gen Z si muove con importi contenuti: media 10.865€ per un under 30, contro i 16.338 della Gen X. Le finalità sono concrete, come l&#8217;acquisto di un’auto usata o di un corso di formazione post-universitario. Per importi più alti, si pensa a un piccolo progetto imprenditoriale o alle spese matrimoniali, e la crescita è costante. </p>
<p> </p>
<p>La cessione del quinto sta, poi, guadagnando terreno tra i giovani lavoratori dipendenti. Il meccanismo della rata fissa trattenuta dalla busta paga, massimo il 20% del netto, con assicurazione obbligatoria inclusa, offre una prevedibilità che il BNPL per definizione non ha. Per un neoassunto con contratto stabile ma senza storia creditizia, è spesso la via d&#8217;accesso più diretta. Il portale specializzato<br />

 segnala un aumento significativo delle richieste informative dalla fascia 24-30, coerente con il trend italiano. </p>
<p>La differenza tra questi strumenti e il BNPL non è solo nei numeri, ma quasi psicologica: un prestito personale o una cessione del quinto, infatti, obbligano a fare i conti prima di firmare: quanto costa? Per quanto tempo dovrò sostenere rate? Cosa succede se perdo il lavoro? Il BNPL no. E questo, per una generazione che accumula micro-rate senza averne la percezione complessiva, è il punto. </p>
<p>A novembre 2026, però, entrerà in vigore la nuova direttiva europea sul credito ai consumatori (CCD2), che per la prima volta includerà anche il BNPL nel perimetro regolamentato. Valutazione più rigorosa del merito creditizio, obblighi di trasparenza rafforzati da informativa precontrattuale estesa. Per un mercato cresciuto fin qui senza quasi nessun vincolo, è un passaggio che cambierà parecchio, soprattutto per chi oggi accetta tre rate al checkout senza che nessuno gli chieda se può permettersele. </p>

                <description><![CDATA[<p><p data-path-to-node="8">SIENA – Un grave incidente stradale ha tenuto col fiato sospeso la città nella tarda mattinata di oggi (3 giugno). Un <b data-path-to-node="8" data-index-in-node="118">pedone investito da uno scooter a Siena</b> è stato soccorso d&#8217;urgenza dopo essere stato travolto da un mezzo a due ruote mentre percorreva <b data-path-to-node="8" data-index-in-node="254">viale Mazzini</b>.</p>
<p data-path-to-node="9">L&#8217;allarme alla centrale operativa dell&#8217;Azienda sanitaria locale della Toscana sud est è scattato alle 11,30. L&#8217;impatto con il ciclomotore è stato particolarmente violento e ad avere la peggio è stato un <b data-path-to-node="9" data-index-in-node="203">uomo di 85 anni</b>, che è rovinato pesantemente sull&#8217;asfalto riportando traumi severi. I sanitari del 118, giunti immediatamente sul posto a bordo di un&#8217;ambulanza della <b data-path-to-node="9" data-index-in-node="369">Misericordia di Siena</b>, hanno prestato le prime cure di emergenza all&#8217;anziano sul luogo del sinistro.</p>
<p data-path-to-node="10">Le condizioni del ferito sono apparse subito critiche ai soccorritori, che hanno disposto il trasferimento immediato al pronto soccorso del policlinico di Santa Maria alle <b data-path-to-node="10" data-index-in-node="172">Scotte in codice 3</b>, l&#8217;equivalente del codice rosso che indica il massimo livello di gravità.</p>
<p data-path-to-node="11">Oltre al personale d&#8217;emergenza, in viale Mazzini è intervenuta la <b data-path-to-node="11" data-index-in-node="66">polizia locale</b> per effettuare i rilievi stradali necessari a stabilire l&#8217;esatta dinamica del violento scontro. Agli agenti del comando cittadino spetterà ora il compito di accertare eventuali responsabilità a carico del conducente del motociclo.</p>

<p> ZHEZKAZGAN, Kazakhstan, June 3, 2026 /PRNewswire/ &#8212; The Bulat Utemuratov Foundation marked International Children&#8217;s Day by officially opening the Shabyt Children&#8217;s and Youth Creativity Center in Zhezkazgan, giving the city its most significant children&#8217;s facility in over 70 years. Following construction, the Foundation donated the USD 7,7 million project to the city, which provides modern educational and leisure spaces for children in the region. </p>
<p>Located in Zhezkazgan&#8217;s Western District, the 2,600-square-meter complex houses 14 classrooms and specialist studios spanning a STEM unit with robotics, mathematics, and natural sciences; an art studio; a pottery workshop; a digital design studio; a photography studio; music rooms; a chess room; and martial arts and dance studios. An early development center and a spacious assembly hall complete the offering. The facility can accommodate up to 250 children, with staff areas, a medical office, and coworking spaces also on site. Activities will be free and offered in multiple shifts, reaching up to 600 children daily. </p>
<p>The 1.6-hectare grounds include sports and playgrounds, and landscaped public spaces. The building was designed with all spaces adapted for children with varying needs, while a dedicated sensory room supports inclusive education and development. </p>

L&#8217;atto conclusivo della stagione, a cui le due formazioni toscane erano arrivate dopo aver eliminato in semifinale rispettivamente il Folgor Marlia (5-1) e <a href="https://corrieretoscano.it/pisa/sport/pisa-femminile-juniores-prato/">il Prato (4-0)</a>, ha premiato la maggiore brillantezza e precisione della compagine labronica, capace di indirizzare la gara fin dalla prima frazione di gioco e di gestire con ordine il generoso tentativo di reazione nerazzurro.</p>

Al 2&#8242; della ripresa, al termine di un&#8217;azione insistita all&#8217;interno dell&#8217;area di rigore con ripetute conclusioni, <b data-path-to-node="4" data-index-in-node="218">Ciampi</b> ribadisce in rete il pallone del 3-0. Sotto di tre reti, la formazione guidata da mister Da Prato ha il merito di non disunirsi e abbozza una convinta reazione d&#8217;orgoglio. La squadra nerazzurra inizia a creare diverse occasioni da rete, in particolar modo con le iniziative di Bottai e Vinciguerra, che difettano però di precisione al momento di inquadrare lo specchio della porta.</p>

Dopo cinque minuti di recupero, il triplice fischio sancisce la meritata vittoria del Livorno, che capitalizza un approccio tecnico superiore contro un Pisa a cui non è bastata la reazione della ripresa per invertire le sorti della finale.</p>

 &#8211; 28 May 2026 &#8211; Hong Kong has overtaken Switzerland as the world’s top cross-boundary wealth management centre, according to the latest Global Wealth Report 2026 published by the Boston Consulting Group (May 27). </p>

<p>Hong Kong’s cross-boundary wealth rose 10.7% in 2025 to US$2.9 trillion, driven by Chinese Mainland flows and a vigorous stock market that delivered significant IPO (initial public offering) activity and strong gains in benchmark-heavy internet platforms, according to the report. It also projected that, from 2025 to 2030 the cross-boundary wealth managed by Hong Kong will grow by 9% on average annually and maintain first place globally, fully affirming Hong Kong&#8217;s position as a world-leading cross-boundary wealth management centre. </p>
<p> </p>
<p>Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region Government (HKSARG), highlighted that China’s National 15th Five-Year Plan clearly supports Hong Kong in strengthening its functions as an international asset and wealth management centre, which is also a key component of Hong Kong&#8217;s &#8216;Finance +&#8217; development strategy. </p>

<p>“Over the past few years, the Government has worked closely with the financial sector to continuously improve the financial infrastructure and ecosystem, expand the range of investment products and risk management tools, and deepen the connectivity with capital markets around the world.  </p>

<p>“Leveraging the advantages of &#8216;one country, two systems&#8217;, complemented by free, open, transparent, and predictable economic policies as well as a stable and secure investment environment, and cross-market connectivity, Hong Kong is attracting more and more ultra-high-net-worth individuals and family offices to establish a presence and invest in the city,&#8221; Mr Chan said. </p>

<p>Christopher Hui, Secretary for Financial Services and the Treasury of the HKSARG, noted that the Government had issued the Policy Statement on Developing Family Office Businesses in Hong Kong in March 2023 and has since implemented various measures to encourage family offices to operate in Hong Kong. Such initiatives, he said, include providing profits tax concession to family-owned investment holding vehicles managed by eligible single family offices and introducing the New Capital Investment Entrant Scheme. </p>

<p>“The Government will introduce legislative proposals into the Legislative Council next month (June 2026) to further enhance the preferential tax regimes for funds, single family offices and carried interest, so as to further enhance the competitiveness of the tax regimes, and attract more funds and family offices to set up and operate in Hong Kong,&#8221; Mr Hui said. </p>

<p>According to a study commissioned by Invest Hong Kong and published in February 2026, there were over 3,380 single family offices operating in Hong Kong as of end-2025, representing an increase of more than 25%, over the past two years.  </p>
